ESSENTIAL JOB FUNCTIONS:  Works under the general direction of the Police Information Technology Manager. Provides senior level support of technical functions within Information Systems to include developing, evaluating, implementing, monitoring, maintaining and upgrading the Police Division Information System's software and hardware. Performs all phases of application systems' development and support. Serves as a technical authority for all programming disciplines utilized within the installation of software. Designs, codes, tests, debug, and documents complex programs. Modifies and builds existing programs and reporting systems. Provides support to Programmer Analysts, and accountable for systems generation. Develops, creates and updates reports and databases with diverse Reporting Programs such as Crystal Reports, Inform Records Management System (Inform RMS), Statistical Package for the Social Sciences (SPSS), Structured Query Language (SQL) Server Reporting Services, and Arc geographical information system (ArcGIS). Provides integrity, and security of Police Department data, and develops and monitors the effectiveness of teleprocessing software.
 
OTHER FUNCTIONS:
1.         Provides project leadership and training to lower-level programmers as needed.
2.         Keeps abreast of changes in the industry and emerging technologies.
3.         Performs additional functions (essential or otherwise) which may be assigned from
time to time.
 

TYPICAL PHYSICAL DEMANDS: Requires the ability to work with various equipment, such as local, municipal and wide area networks. Requires the ability to communicate clearly both verbally and in writing with technical staff, various hardware and software vendors, and computer users, including various levels of City employees. Requires the ability to use office equipment, such as telephones and personal computers.  Requires the ability to lift and carry objects such as computer equipment weighing up to 40 lbs.
 
TYPICAL WORKING CONDITIONS:  Majority of work is performed in an office environment, except during on-site visits.  Requires contact with staff, vendors, and City employees.  
 
Bachelor's degree in Computer Science or closely related degree with courses in Programming Languages (such as C, SQL, PERL, PHP, Dot Net) preferred with at least five (5) years work experience in a technical support capacity working with hardware/software equipment, or an equivalent combination of training and experience which enables one to perform the essential job functions. 
 

The City Charter requires that City Employees must establish residence within Shelby County within six (6) months from date of Employment. Proof of residence will be required at the time of hire.
