ESSENTIAL FUNCTIONS: works under the direction the Budget Accounting Manager to analyze financial information and prepare financial reports utilizing the Integrated Disbursement Information System (IDIS), the Disaster Recovery Grant Reporting System (DRGR), and the Electronic Line of Credit Control System. Compiles and analyzes financial information to maintain and monitor budgets and designated accounts. Withdraws funds and reconciles account discrepancies in accordance with accounting principles and Housing Urban Development (HUD) guidelines. Researches, analyzes, and evaluates a vast amount of data to determine community needs and for reporting purposes according to government regulations. Develops planning projection for grants and other programs. Monitors various databases related to housing and community development to ensure that current and accurate information is available for use by the entire division. Audits financial documents (contracts, check requests, vouchers, etc.) for accuracy and ensures enclosure of appropriate documentation. Communicates with division staff to obtain or request information regarding accounting or budget activities. Ensures contractors and vendors are paid in a timely manner. Reviews and processes travel logs of division employees. Monitors grant expenditures to ensure sufficiency of funds. Formulates internal and external financial reports for Housing Community Development management and Federal and State agencies. Performs year-end closings of accounts and forwards account balances per operational guidelines. Assists in the development of plans.
OTHER FUNCTIONS:
- Assists internal auditors with audits of sub-recipients.
- Performs additional functions (essential or otherwise) which may be assigned.
TYPICAL PHYSICAL DEMANDS: Requires the ability to use office equipment such as multi-line telephone, computer, calculator, copy machine, and fax machine. Requires the ability to communicate clearly both verbally and in writing with staff and various levels of City employees.
TYPICAL WORKING CONDITIONS: Majority of work is performed in an office setting and is sedentary, except during on-site visits.
Bachelor's Degree in Accounting, Business Administration, Public Administration, or related field and three (3) years of accounting experience or any combination of experience and training which enables one to perform the essential job functions. Must have working experience of Microsoft Office applications and specialized accounting software.
The City Charter requires that City Employees must establish residence within Shelby County within six (6) months from date of Employment. Proof of residence will be required at the time of hire.
